Stone & Youngberg, a financial services company based in San Francisco, has promoted Sara Oberlies to public finance group managing director in its downtown L.A. office. Oberlies was previously director of the firm's public finance group.
Caltech has appointed Brigitte Bren and Louis J. Lavigne Jr. to the Pasadena university's board. Bren is co-founder of International Strategic Planning Inc., a business consulting firm. Lavigne was previously executive vice president and chief financial officer of Genentech, a South San Francisco-based biotechnology company.
The Los Angeles County Small Business Commission has appointed Cecilia S. Wu as chairwoman. Wu is managing partner of the Alhambra office of law firm Wasserman Comden & Casselman LLP.

The downtown L.A. office of Alston & Bird LLP, an Atlanta law firm, has named Maureen Gorsen partner in its environmental and land development practice. Gorsen was previously director of California's Department of Toxic Substances Control.
