Gary Smalley is the first non-Tutor family member to head Sylmar-based civil construction giant Tutor Perini Corp. He has led the firm to win over $9 billion in contracts in the past three years. These major projects include a rail system in Hawaii, subway tunnels in Manhattan, and the $3.8 billion Manhattan jail project. Under Smalley’s watch, Tutor Perini delivered record revenue, cash flow, and strong profitability in 2025, and generated $1.8 billion of operating cash over the past four years.
