With Los Angeles County struggling with double-digit unemployment, the Economic Development Corp. on Wednesday released its first-ever strategic plan calling for a more business-friendly environment to spur jobs.

A product of 26 meetings involving more than 1,000 people, the 14-page report is designed to build consensus around a set of priorities to strengthen the economy, create jobs and attract businesses.

The plan, which involves 12 objectives and 52 strategies, identifies five core goals to ensure economic growth and success, including: an educated work force, business-friendly environment, better quality of life, smart land use and “21st century infrastructure.”
