A $20-million facelift at the California Incline is about to dramatically improve the road but cause a traffic nightmare for locals, the Los Angeles Times reports. The construction project, which will shut down the road and a northbound lane on the Pacific Coast Highway, is expected to begin on April 20 and take about 13 months to complete.
