L.A. employers say they plan to step up hiring a bit in the second quarter, according to a survey released this morning from Manpower Inc. The Business Journal reports that the staffing giant said that 20 percent of local businesses plan to increase staff, up from 15 percent in the first quarter. However, that’s down from a year ago.
