Oil Refiners Again Accused of Manipulation

As sure as night follows day, when gasoline prices go up, consumer groups allege manipulation. And now, Santa Monica’s Consumer Watchdog wants an investigation over whether oil refiners are hiking up gas prices by charging branded stations more than independent gas stations, the Los Angeles Times reports.
