Officials to Present Report on Refinery Blast in Torrance

One reason for California’s stubbornly high gasoline prices is the downed refinery in Torrance. Investigators from the U.S. Chemical Safety Board are expected to discuss their findings today about the explosion there. According to the Associated Press, the Feb. 18 blast injured four contractors but could have been much worse.
