In Tuesday morning trading, the Dow Jones industrial average was up 206 points, or more than 1 percent, to 16,374.
The Nasdaq rose 74 points, or more than 1 percent, to 4,351.
The S&P 500 rose 25 points, or more than 1 percent, to 1,871.
