Gov. Brown Calls for New Health Care Tax in State Budget

The $171 billion state budget includes a tax on health insurers that the governor says would raise $1.1 billion to fund specific health care programs, according to the L.A. Times. Without the tax, California risks losing federal funding when the existing managed care tax expires June 30.
