A partner at Manatt Phelps and Phillips, where he is chair emeritus of the Government and Regulatory Practice, Kieffer has twice been named by the Los Angeles and San Francisco Daily Journals as one of the top 100 attorneys in California. He is founder of the Los Angeles Civic Alliance, a principal co-author of the Los Angeles City Charter, and led the city’s 9/11 Task Force. He has long served as a counselor to Los Angeles mayors and California governors, as well as to for-profit and not-for-profit CEOs and general counsels. He is the past chair of the University of California Board of Regents and the Los Angeles Area Chamber of Commerce.
