The Jacobs Engineering Group Inc. board has named Noel Watson as chairman. He is chief executive and director of the company and succeeds company founder Dr. Joseph J. Jacobs, who died recently.

Siegel & Gale have hired Jennifer Barth as vice president of business development and leader of the interactive services practice, Amy Morrison as vice president of business development and leader of the technology practice, and David Young as interactive creative director. Previously, Barth was vice president of sales and marketing for Buzztone, Morrison managed sales for strategic accounts for Salesforce.com, and Young founded Triplecode.
Robert Werle and Joseph Sherwood have joined the Los Angeles office of FTI Capital Advisors LLC, a subsidiary of FTI Consulting Inc., as senior managing directors. Los Angeles Mayor James Hahn has appointed Nancy Whang and Cecilia Nunez to the Central Area Planning Commission, Kaye Beckham to the Commission on Children, Youth and Their Families, and Susan Cline to the Planning Commission. Currently, Whang practices law with the firm of Manatt Phelps & Phillips, Nunez is a secretary at the Chubb Group of Insurance Cos., Beckham is the founder of a community-based home health care service that provides care to seniors and others in their own homes, and Cline manages planning and pre-construction of LAUSD school facilities projects.

Great Circle Management LLC has named John Bayley as chief financial officer based in the Los Angeles corporate headquarters. Previously, he served as U.S. controller with Viking Office Products Inc., a subsidiary of Office Depot Inc.
Robinsons-May/Meier & Frank has promoted Robert B. “R.B.” Harrison to chairman. Harrison joined May Department Stores Co. in 1986 as an analyst at the Kaufmann’s division and was named senior vice president and chief financial officer at Robinsons-May in 2002. He replaces Robert M. Soroka who was named chairman of Marshall Field’s, a division recently acquired by May.
Technology
Calabasas-based Ixia, a global provider of IP network testing solutions, announced that Mike McHale has joined the company as vice president. In his most recent position, he served as the country manager for the United Kingdom at Anritsu where he was responsible for the leadership and direction for the U.K. field office.
Westlake Village’s RENTNET, a division of Homestore Inc., has named Maria Pietroforte, a 20-year veteran of the multifamily housing industry, as its new president. Most recently, Pietroforte served as president of KSI Management Corp., one of greater Washington D.C.’s largest developers.
United Systems Integrators Corp. has promoted Nicholas J. Westley to president, west region. He was also appointed to the USI Executive Committee and to the company’s board.

The Port of Los Angeles has named Philip A. Tondreault as director of property management and Ronald J. Boyd as chief of Los Angeles Port Police. Tondreault was deputy director of asset management for the Los Angeles Department of General Services and Boyd currently serves as patrol services commander and assistant airport security coordinator.
