Cliff Moser has joined RTKL Associates Inc. as a principal in the firm’s healthcare design practice. Prior to joining RTKL, Moser was a senior associate at Perkins & Will.


Metcalf & Eddy, a unit of Aecom Technology Corp., has hired Steven D. Guttenplan as president. Previously, Guttenplan was senior vice president and Northeast regional manager of CH2M Hill.



Banking

National Bank of California has hired Charles E. Fenton as regional vice president of the San Gabriel Valley regional office in Glendale and Normand F. Leduc as vice president of the commercial lending department in the San Gabriel Valley office. Previously, Fenton was executive vice president and chief credit officer for Verdugo Banking Co., where Leduc was vice president of commercial loans.


Carol Rohr has joined U.S. Bank Home Mortgage as a loan officer. Previously, she was a loan officer for Universal Lending Inc.


Consumer Products

Xynergy Corp. has hired Rick Darnell as vice president of marketing and sales. Darnell founded and heads the International Players Association. Xynergy is a holding company for Beverly Hills cosmetics, Think Blots greeting cards and Indigo Technology Services.


Sexy Hair Concepts has named Carla Horwitz as art manager. Previously, Horwitz was a graphic artist at the supplier of hair care products.



Education

The Southwestern Law School has hired Paul S. Horwitz as an associate professor of law, Fred A. Galves as a visiting professor to teach computer-assisted litigation, Leo M. Romero as a visiting professor of constitutional criminal law and Kenneth Williams as a visiting professor of criminal law. In addition, Christine Chorba, Karin Graver and Tracy Turner have joined the school as legal writing professors. Horwitz was a visiting assistant professor of law at the University of San Diego School of Law. Galves is on the faculty of the University of the Pacific’s McGeorge School of Law, Romero is the Keleher & McLeod professor of law at the University of New Mexico School of Law, and Williams is an associate professor at Gonzaga University of Law. Chorba was an adjunct professor of legal writing at the University of Southern California Law School, Graver served as a litigation associate at Alschuler Grossman Stein & Kahan, and Turner served as an appellate associate for Horvitz & Levy.


Kaplan Test Prep and Admissions has named Pete Cordero director of sales of its Workplace English Program division and Deborah Demarchi as global marketing director of its Kaplan English Program division. Previously, Cordero was regional sales director for Automatic Data Processing Inc. and Demarchi was Asia marketing manager for Conexion by Boeing.



Entertainment

MGA Entertainment has hired Mel Woods as president, Sidney A. Kaufman as executive vice president of licensing worldwide and Ron Brawer as executive vice president of sales and marketing. Previously, Woods was president, chief operating officer and chief financial officer of Fox Family Worldwide, Kaufman was with Nelvana Communications and Universal Studios and Brawer was senior vice president of global customer marketing for Mattel Brands.



Engineering

Gregg Arnold has joined TMAD/Taylor & Gaines as vice president of business development. Previously, Arnold was director of sales and marketing for RSC Inc.


Syska Hennessy Group Inc. has promoted Muhannad Abdulhamid to managing director of its Los Angeles office. He was senior vice president.



Government

Los Angeles Mayor James Hahn has appointed Guerdon H. Stuckey as general manager for the Department of Animal Services and Sarah Maga & #324;a-Withers to the board of information technology commissioners. Stuckey was director of neighborhood and community services for the City of Rockville, Md. Maga & #324;a-Withers is a senior partner and a founding member of Vista Partners Inc.


Gov. Arnold Schwarzenegger has appointed Dr. Gary Gitnick and Bruce Jenner to the state athletic commission. Gitnick is a professor of medicine and chief of the division of digestive diseases at the University of California, Los Angeles School of Medicine, and Jenner is a motivational speaker and a former Olympic champion.


Jaye A. Young has joined the board of the Community Redevelopment Agency of Los Angeles. She is a private-practice attorney specializing in commercial real estate. Young was appointed by Mayor James Hahn in July and confirmed by the Los Angeles City Council in September.



Health Care

Molina Healthcare Inc. has named Joann Zarza-Garrido chief executive of Molina Healthcare of California. Zarza-Garrido has served as interim chief executive since March.



Hospitality

Ivan Lee has joined the Millennium Biltmore Hotel Los Angeles as vice president and general manager. Most recently, he was chief executive in the hotel division for Sino Group.



Law

Edward M. Robbins Jr. has joined Hochman Salkin Rettig Toscher & Perex P.C. as a principal. Previously, he was chief of the tax division for the Central District of California’s U.S. Attorney’s Office.
