Arroyo was vice president of client services at Broadcast Response Inc., a planning and advertising agency. Browne was previously vice president of Electro Sources. Ruffins was most recently director of client services with Quigley-Simpson.
Fraser Communications, an advertising and marketing agency in Santa Monica, has hired David Langness as vice president of public relations, Dean Stephens as account director, Monica L. Tims-Sutton as production/traffic manager and Adrienn Peter as accounting assistant. Kari Lloyd was promoted to administrative assistant. Langness was previously director of corporate communications at Tenet Healthcare Corp. Stephens was most recently account supervisor at TbwaChiatDay, an international advertising agency. Tims-Sutton was formerly traffic/production specialist at Brand Marketing. Peter was previously controller for Sodexho Healthcare Services. Lloyd was most recently project coordinator with the company.

Aerospace Corp. has promoted Steven M. Leontis to principal director of the Space Tracking and Surveillance System and named Dean C. Marvin as principal director of the research and program development office in El Segundo. Leontis was formerly systems director of the STSS management. Marin was previously principal director of the office of research and technology applications in laboratory operations.

Charles Jackson has been named president and chief executive of Security Pacific Bank of Los Angeles. Jackson was previously president and chief executive of Community Bank.
Coldwell Banker, a residential real estate brokerage company, has appointed Josie Benjamin to the position of branch manager for its Beverly Hills East office. Graham was most recently general manager of the company’s Pacific Palisades office.
Brian Carlson has been promoted to chief executive of Excel National Bank. Carlson is also founder and president of the bank.
Western Commercial Bank has hired Christy A. Cortes as vice president of marketing. Cortes was formerly vice president and regional manager at US Bank.
City National Bank has named Christine Larson as senior vice president and business development sales manager for California. Larson was previously senior vice president and business banking group manager for Manufacturers Bank in Los Angeles.
Jeannie Finkel has joined TCW Group Inc., an investment management firm, as managing director of human resources. Finkel was formerly managing director of human resources at Countrywide Financial Corp.

Marie Nissen has been named principal of P2S Engineering, a Long Beach-based consulting engineering firm. Nissen is chief financial officer for P2S. Also, Kent Peterson, vice president of P2S, was named president of the American Society of Heating, Refrigerating and Air-Conditioning.
Psomas, a consulting engineering and design firm providing services to the land development, water and transportation markets, has hired Teddy Bolden II as land development director in its Santa Clarita office. Bolden was previously general manager at the Bakersfield/Kern County office of D.R. Horton, a residential builder.

Brick Rucker has been named art director of AvatarLabs, a motion graphics and online design studio. Rucker was previously a partner with Shine LA, a Westwood-based Internet marketing and development company.
Dennis Bartel has joined classical music station KUSC-FM (91.5) as the station’s morning show host. Bartel was most recently morning drive host of WGMS in Washington, D.C.
Post Logic Studios, a digital intermediate and restoration company providing services to feature film and television clients, has hired Alan Lasky as sales account executive. Lasky was formerly director of special projects at Dalsa Digital Cinema.
Participant Productions, a feature film and documentary production company, has named Bonnie Abaunza and Liana Schwarz as vice presidents of social action campaign development and operations. Abaunza most recently served as director of Artists for Amnesty, a division of Amnesty International. Schwarz was previously an advisor to the David Family Foundation and political director for Laurie and Larry David.
