Unocal Chairman Fred L. Hartley, who was fighting a hostile acquisition attempt, warned during a House hearing on corporate takeovers that oil-industry consolidation would leave the U.S. “dependent on the whims of foreign oil producers.” Hartley then lambasted the auto and steel industries, made them short on innovative drive.
