The downtown L.A. office of WTAS LLC, a San Francisco-based financial and tax advisory firm, has named Eric Garfield director in the valuation services group. Previously, Garfield was vice president at FMV Opinions, a San Francisco financial advisory services firm.

First Private Bank & Trust in Encino has appointed Thomas Evans, William Shea and Doug Stewart to its board, and Brian Shapiro as chairman.
