Thomas A. Hill has joined City National Bank's downtown Los Angeles office as vice president of the export finance group in the international banking services division. Hill was president at Trade Finance Associates in Washington, D.C.

Bruce Lackow has been hired as senior vice president and Chad Flynn as geographic information services manager at Christopher A. Joseph & Associates, an environmental research and planning firm. Lackow was formerly principal at PCR Services Corp and Flynn was project manager at Tadpole Technology Group.

Thomson Elite, a Los Angeles-based integrated information solutions division of Thomson Corp., has hired Peter Ozolin as vice president of practice management and Salim Sunderji as vice president of finance. Previously, Ozolin was senior vice president of enterprise solutions at Practice Technology and Sunderji was financial consolidation manager with IBM Corp.'s business consulting services in Armonk, N.Y.

Oscar Aguilar has joined consulting engineering firm Psomas' Santa Clarita office as project manger. Aguilar was recently planning project manager at Stantec.

Tennis Channel has appointed Neil Roberts to director of marketing and Lauren Leder to director of on-air creative. Additionally, Kate Varley was promoted to director of short-form content and special projects. Roberts was previously vice president of marketing at Promax & BDA;, Leder was writer and producer at InDemand Networks and Varley was senior producer of on-air promotions with the company.

John Fernandes has been named as county ombudsman, leading an independent Los Angeles County division that provides assistance to residents in complaints over law enforcement and other county departments. Fernandes was formerly special agent in charge of the San Diego field division with the U.S. Department of Justice/Drug Enforcement Administration.

Gov. Arnold Schwarzenegger has made the following appointments: Jack Baylis of Los Angeles has been appointed to the state park and recreation commission; Bryan Brandes of Temple City was appointed to the state historical resources commission. Baylis is chief executive of the west region group for Aecom. Brandes is director of California regional dispatch for Maersk.

Larry Kosmont has been appointed as a board commissioner to the Industrial Development Authority of the City of Los Angeles. Kosmont is president and chief executive of Kosmont Co.'s.

Nicholas Clayton has been appointed as president of the Kor Hotel Group. Previously, he served as senior vice president of operations for Hong Kong-based Mandarin Oriental Hotel Group.

Richards Watson & Gershon has hired Robert Horton as an associate and Bill Dunsmore as senior attorney. Kevin Ennis was named public law department chair. Horton was previously an associate at Bingham McCutchen LLP, Dunsmore was contract partner at Burke Williams & Sorenson. Ennis is a shareholder with the firm.

Wilkin Guge, a marketing firm with headquarters in Claremont, announced the following hires: Chad Muhr as brand resource director, Shannon Carlson as media strategist, Mike Disbrow as finance and operations director, and Joseph Servia as interactive marketing manager. Muhr was marketing director at DDB Worldwide Communications Group, Carlson was media planner at Crevier BMW, Disbrow was controller at Lake Arrowhead Country Club, Servia was project manager with Argus Interactive Agency.

R. Todd Doney has been named to the board of the YMCA of Metropolitan Los Angeles. Doney is vice chairman at CB Richard Ellis.

Real Estate
MacFarlane Partners, a real estate investment firm, has hired Peter Houghton as managing director of investments at its Los Angeles office. Houghton was previously vice president of acquisitions for Canyon-Johnson Urban Funds.

Alexis Tereszcuk was named marketing director of Westfield Century City. Tereszcuk was previously director of membership for the Century City Chamber of Commerce.

Rodeo Drive Committee has elected the following board members: Noah Alexander, sales manager at Ermenegildo Zegna; Jon Borland, manager of Salvatore Ferragamo; Chuck Dembo, partner at Dembo & Associates; Grace Mazilli, store manager for Michael Kors; and Susan Moseley, director of Bulgari Beverly Hills.

Technology, a Pasadena-based Internet dating service, has hired Antone Johnson as vice president of legal affairs. Johnson served as assistant general counsel at Intermix Media Inc.

Mesoft, a Burbank-based provider of media software technology, has appointed Gerry Parham as director of entertainment sales and Eric M. De Castro to vice president of services. Parham was recently head of international client services at Fox International Channels and De Castro was eBusiness program drector at Rainbow Technologies.

Pacific Resource Credit Union in Los Angeles received a first place in statewide honors for the Dora Maxwell Social Responsibility Award program. Pacific Resource Credit Union received the award in recognition of a conference in partnership with the Elder Financial Protection Network. The March conference centered on helping seniors protect themselves from financial abuse. The Dora Maxwell program was established to encourage credit union involvement in community projects and activities.

The South Coast Air Quality Management District presented its annual Clean Air Awards on Oct. 12. Long Beach Alliance for Children With Asthma received the Public Education on Air Quality Issues Award; Mayor Antonio Villaraigosa received the Leadership in Government Award; Dr. Beate Ritz received the Robert M. Zweig M.D. Memorial Award; Maersk Inc. received the Advancement of Air Pollution Technology Award; Raytheon Co. Space and Airborne Systems of El Segundo received the Innovative Transportation Projects Award; South Pasadena received the Model Community Achievement Award; Western Riverside County Clean Cities Coalition received the Public Education on Air Quality Issues Award; International Longshore and Warehouse Union, Local 13 received the Promotion of Good Environmental Stewardship Award; Victor Weisser, chief executive of the California Council for Environmental and Economic Balance, won the Promotion of Good Environmental Stewardship Award; and Jim Stewart of Earth Day LA was credited with the Most Innovative Idea for the 2007 Air Quality Management Plan.
