When he authorized a 50-foot-long mural to cover a cinderblock wall bordering his Ventura Boulevard car wash, Studio City businessman Ben Forat had no permit to do so and was aware that he was flouting the law.
But he also knew that Los Angeles officials were likely to compromise on the issue and that he ultimately might triumph and be able to keep the mural.
Along with outlawed supergraphics shrouding Westside office buildings and mobile billboards parked throughout the San Fernando Valley, Forat’s mural is part of a blitzkrieg of unpermitted advertisements that demonstrates contempt for the law and underscores the city’s uphill struggle to enforce its regulations.
