Smalley is the first non-Tutor family member to head Sylmar-based civil construction giant Tutor Perini, taking over on Jan. 1 from longtime chief executive Ron Tutor, who is serving as executive chairman for a couple of years before retiring completely. Smalley joined the company in 2015 and rose through the ranks, becoming president in November 2023. He has taken the helm during a robust recovery for the company, as it has won several billion-dollar-plus contracts in recent months, from a rail system in Hawaii to subway tunnels in Manhattan to a people-mover at Newark Liberty International Airport in New Jersey. The company was also close to scoring one of its biggest contracts in recent years: the lead company of a joint venture to build a $3.8 billion jail project in Manhattan over the next seven years. Prior to joining Tutor Perini, Smalley held various executive positions at Irving, Texas-based engineering giant Fluor Corp.
