An owner of Los Angeles home health agency Fifth Avenue Home Health has been indicted for allegedly aiding in a $33 million scheme to defraud Medicare, the U.S. Justice Department announced Thursday.

Fifth Avenue co-owner Angela Avetisyan, a Glendale resident, is accused of billing Medicare for goods and services – such as hospice care and power wheelchairs – that were either medically unnecessary or never provided to patients.

Avetisyan was also the office manager at a local medical clinic owned by physician Robert A. Glazer, who was also charged by the U.S. Attorney’s Office. He’s accused of billing Medicare for more than $33 million for fraudulent prescriptions and certificates between January 2006 and May 2014. Medicare, the Justice Department claims, paid more than $22 million on those claims.

Avetisyan was charged with one count of conspiracy to commit health care fraud and four counts of health care fraud. Glazer was charged with one count of conspiracy to commit health care fraud and six counts of health care fraud.

The FBI and U.S. Department of Health and Human Services are investigating the alleged scheme.
