L.A. Council Panel Urges Easier Path to Building Permits

Streamlining red tape to cut the number of steps needed to get building permits is the goal of a proposed study recommended Tuesday by the Los Angeles City Council’s Planning and Land Use Management Committee.

The panel recommended a joint venture of KH Consulting Group and Woolpert, a design and engineering firm, to conduct the review on how the city can better track permits and speed approvals.

The study, expected to cost $600,000 and take six months to complete, will lay out what steps individual departments – primarily, Building and Safety, Planning and Public Works – cover in the issuance of permits and the review of plans. It’s designed to replace the 12-to-2 program Mayor Antonio Villaraigosa had suggested more than two years ago as way to make the city more business friendly. That plan aimed to reduce the number of steps from 12 to two.
