Having successfully guided his clients through some of the most complex, high-profile land use and real estate matters in Southern California for more than 20 years, Victor De la Cruz has become recognized as one of the leading land use and government attorneys in Los Angeles. As leader of Manatt’s Land Use practice group, his work has been instrumental in shaping the Los Angeles landscape.
Among De la Cruz’s recent notable successes has been his work leading Manatt’s team which served as land use counsel for Mount Saint Mary’s University (MSMU). In 2024, he successfully defended the entitlements for MSMU’s Wellness Pavilion in three lawsuits brought by different homeowner groups under the California Environmental Quality Act (CEQA).
