As CEO of L.A. Care Health Plan, the nation’s largest publicly operated health plan serving more than two million members, Martha Santana-Chin has distinguished herself as a visionary, action-oriented leader and a tireless advocate for healthcare access. Before and after the passage of H.R. 1 (also known as the One Big Beautiful Bill Act), she emerged as a leading voice in efforts to protect coverage and care for vulnerable communities, bringing together elected officials, healthcare leaders, providers, and community partners to address the law’s potential impacts and strengthen the healthcare safety net.
Throughout a period of significant uncertainty, Santana-Chin has remained steadfast in her commitment to L.A. Care’s mission and to ensuring that Los Angeles County residents continue to have access to the care they need.
A key focus of Santana-Chin’s leadership has been ensuring that as many Angelenos as possible remain covered despite significant changes to Medi-Cal eligibility and enrollment requirements. Recognizing that many eligible families risk losing health coverage due to confusion about new requirements or missed deadlines, Santana-Chin brought together partners across the county to launch the Keep L.A. Covered campaign. This effort is designed to raise awareness, provide clear and timely information, and empower members, providers, community organizations, and trusted local leaders with the tools and resources needed to help residents maintain their coverage. By prioritizing education, outreach, and community partnerships, Santana-Chin is working to ensure that Angelenos can continue accessing healthcare services, maintain stability for their families, and lead healthier lives.
