Rick R. Olivarez, founding and managing partner of Olivarez Madruga Lemieux O’Neill, LLP (OMLO), is widely considered to be one of Southern California’s leading legal practitioners. Olivarez dedicated the early years of his career to providing essential legal services to municipal, education and public agency clients. He made the decision to establish his own firm. He hired fellow partner and seasoned litigator Tom Madruga and founded Olivarez Madruga, offering specialties in public agency law, labor and employment, real estate development, contract law, environmental compliance, redevelopment, construction law, premises liability, tort law, and legislative advocacy.
In 2017, Olivarez led the firm through a strategic merger with Lemieux & O’Neill, a long-time boutique firm, creating the unified firm known today as OMLO. The merger strengthened the firm’s practice areas in transactional and litigation services in municipal law, water law, environmental law, and toxic tort law.
