Lights Still Out in the Southland

More than 18,000 Department of Water and Power customers remain without power following a windy winter storm. The communities most affected are South Park, Harvard Heights, Wilmington, Historic South-Central, East Hollywood, and Larchmont, the L.A. Daily News reports.
