Marijuana shops may find themselves in a classic Catch 22: Under a new law, they can’t get state permits to sell medical marijuana unless they also have permission from local government. But local rules don’t provide any license or permit to authorize marijuana shops, the Los Angeles Times says.

According to the publication, the Greater Los Angeles Collective Alliance hopes to ask voters to approve a new measure this fall that would create a city system for permitting marijuana businesses.
