Dow, Nasdaq Up; S&P Down

At the close of the markets Tuesday, the Dow Jones industrial average was up 3 points to 16,946.

The Nasdaq rose 2 points to 4,338.

The S&P 500 lost less than a point to 1,951.

The LABJ Stock Index was flat at 195.
