In 28 years, Noonan has taken the Pacific operation of insurance brokerage Lockton from 46 to more than 800 associates and grown annual revenues from $6.9 million to $278 million. He is also the board chair of Phoenix House California and serves on the executive committee for the Los Angeles Chamber of Commerce board of directors. Outside of that, Noonan volunteers with organizations like the UCLA Longevity Center, The Help Group and the Los Angeles World Affairs Council.
