INFRASTRUCTURE: Chang & Constant

Mark Chang joined HNTB Corporation as project director and associate vice president. Based in Los Angeles, he will focus on pursuing and leading transportation planning projects in Southern California and high-speed rail projects throughout California.

Most recently, Chang served the California High-Speed Rail Authority as regional delivery partner Southern California director of projects, providing oversight for more than 80 program management and regional consultant staff and coordinating with federal, state and local transportation agencies. He worked closely with the Authority and consultant team members to successfully complete environmental clearance of the Burbank-to-Los Angeles project section of the high-speed rail system in 2022.

Previously, Chang managed and supported numerous transportation projects that included evaluating Exposition Line maintenance facility sites for the Los Angeles County Metropolitan Transportation Authority; providing OC Streetcar program management services for the Orange County Transportation Authority; and developing a Transit Asset Management Plan for the Southern California Regional Rail Authority.

Craig Constant, CCM, joined HNTB Corporation as program manager. An experienced development and construction professional, he will support large infrastructure projects in Northern California and contribute to the growth of the firm’s construction management practice.

“Craig is a respected leader who’s well-known for managing teams for project efficiency and success,” said Lacy Vong, HNTB San Jose location leader. “His track record of working in the design-build process with government agencies, public works departments, contractors, architects, engineers and the U.S. Department of Defense demonstrates his talent and expertise from project conception through construction completion.”

Constant has more than 30 years of experience in managing a wide range of building development projects across multiple states. He most recently worked as senior development project manager on the Google San Jose Downtown West Mixed-Use Redevelopment Project, where he led infrastructure operations, focusing on infrastructure design and planning, including PG&E and City of San Jose utility relocations, environmental mitigation, demolition and historic preservation/relocations.
