Richard Cesar joins Kirra Consulting as Senior Advisor, advising clients on government relations, public affairs, and business development, with a focus on the Los Angeles region. He most recently led Mayor Karen Bass’ Washington, D.C. office and previously held senior roles at the U.S. Departments of Labor and Transportation and Los Angeles County.
