CONSTRUCTION: Vizcarra, Mishlof, Redfield, Stoa

Pankow Builders announced the launch of Pankow Wood Structures, a new business unit established to expand the company’s capabilities and support a broader range of mid-rise multifamily projects across California. The new group builds on Pankow’s more than 60-year legacy by adding dedicated expertise in wood-framed construction, to meet growing demand across mid-rise housing developments statewide.

Operating from Pankow’s Northern and Southern California offices, Pankow Wood Structures focuses on multifamily residential, affordable housing, senior housing, student housing, hospitality, and modular projects. The unit supports Type III and Type V construction, offering clients greater flexibility in structural approach while maintaining Pankow’s emphasis on constructability, coordination, and disciplined execution.

Pankow Wood Structures works closely with Pankow Concrete to deliver a coordinated structural solution that integrates wood-framed systems with self-performed concrete foundations and podiums where required. This collaborative approach supports efficient sequencing, clearer decision-making, and consistent execution across structural scopes, beginning in early planning and continuing through construction.

Vizcarra

Pankow Wood Structures is led by Carl Vizcarra, who joined the firm as Vice President. Vizcarra brings more than 25 years of experience delivering complex wood-framed and multifamily projects throughout California, with a career spanning affordable housing, market rate apartments, student housing, and large-scale urban infill developments.

A graduate of Cal Poly, San Luis Obispo, with a B.S. in Construction Management, Vizcarra has led more than $1.4 billion in multifamily and mixed-use construction. His project portfolio includes prominent Southern California developments where he is recognized for aligning design intent, budget, and constructability to manage complexity and deliver housing projects that respond to both market conditions and community needs.

In his role, Vizcarra works closely with Pankow’s preconstruction and operations teams to guide woodframed projects from early planning through delivery, emphasizing clear decision-making, thoughtful coordination, and consistent execution. “Carl brings a deep understanding of how multifamily housing is planned and built in today’s market,” Mollenkopf said. “His experience and leadership strengthen our ability to deliver wood-framed projects with clarity and confidence.”

Vizcarra is currently supporting active Pankow Wood Structures projects in Newport Beach, Santa Rosa, and Sunnyvale, with additional developments in planning. Vizcarra is supported by a seasoned team of construction leaders with extensive experience delivering housing and mixed-use projects across California.


Stoa

Jon Stoa, Project Executive, has more than 20 years of experience managing large-scale multifamily, mixed-use, and student housing developments totaling over $600 million in construction value.

Holding dual bachelor’s degrees, Stoa has led affordable and market-rate housing projects as well as senior living communities throughout Southern California, with a focus on collaboration, precision, and long-term project value.


Mishlof

Sean Mishlof, Project Executive, brings more than 13 years of experience managing nearly $1 billion in multifamily, mixed-use, and retail construction. A Cal State Northridge graduate with a B.S. in Construction Management, Mishlof’s is known for coordinating complex building systems and maintaining alignment between client goals, design intent, and budget from early design through closeout.


Redfield

Troy Redfield, General Superintendent, brings more than 30 years of industry experience overseeing site execution, safety, logistics, trade coordination, and quality assurance. Redfield’s portfolio spans more than $1.6 billion in construction across multifamily, mixed use, hotel, retail, and education projects. His background in both design-build and design bid-build delivery enables proactive field planning and efficient execution across complex sites.
