Among Harlan’s accomplishments is his representation of a Southern California towing business in a civil rights suit against a city and its officials. The towing company’s claims spanned more than 15 years of constitutional rights violations related to the city’s alleged corrupt favoritism in granting no-bid tow contracts in exchange for political contributions. Harlan and his team negotiated a $1.3 million settlement and he now handles government investigations and compliance work for the towing industry.
