The Valley Industry and Commerce Association has voted to support five of the six state budget reform measures on the May special election ballot.
The board endorsed: Proposition 1A, which creates a rainy day fund and sets a state spending cap; Proposition 1B, which defers payments to educational institutions; Proposition 1D, which diverts funds earmarked by voters for children’s health care to the general fund; Proposition 1E, which diverts Proposition 63 mental health funds to an existing screening, diagnosis and treatment program; and Proposition 1F, which blocks salary increases for state legislators and other statewide elected officials when a deficit is expected.
“None of the propositions are perfect, but we felt that these measures are necessary to balance the state budget,” VICA Chairman Greg Lippe said Wednesday. “In the long run, the rainy day fund and spending cap will benefit us all,” Lippe said.
Proposition 1C, which would allow the state to borrow against lottery revenue did not garner the necessary two-thirds support of the board.
