Marking a major victory for labor, Los Angeles Mayor Antonio Villaraigosa on Monday signed a package of ordinances requiring operators of a dozen hotels near Los Angeles International Airport to pay their workers the city’s living wage.

In signing the measures at a City Hall ceremony, Villaraigosa brushed aside business concerns that for the first time, businesses not receiving direct dollars from the city would be subject to the living wage of $9.39 an hour with benefits and $10.64 without benefits.

Besides the living wage, Villaraigosa also signed ordinances requiring new owners and/or operators of hotels to keep workers for at least 90 days after assuming control and requiring hotel operators to pass along banquet service charges to employees.

All three measures take effect on Jan. 1.
