Barragán leads Initiating Change in our Neighborhoods Community Development Corp., one of the largest business-oriented nonprofits in the San Fernando Valley. Last year ICON CDC filed to become a Community Development Financial Institution, meaning it plans to administer loans to small businesses. Barragán has long operated in the Valley, previously running the Valley Economic Development Corp. for over 17 years. In addition to running ICON CDC today, Barragán also serves as the executive director of the California Community Economic Development Association. Barragán is a board member of the National Association of Community Development Associations. He is a past chair of the Board of the California Reinvestment Coalition and a founder of the National Association for Latino Asset Builders.
