Claire Collins is a highly regarded attorney who represents government agencies and private entities as general counsel, and in real estate, land use, and environmental matters. Her broad practice includes advising clients in compliance, transactions, and litigation, generally with a focus on infrastructure or non-traditional property challenges. Among her notable current client relationships, Collins currently serves as general counsel to Irvine Ranch Water District, the largest water district in Orange County. This water district is at the forefront of modern infrastructure and the future of water use.
Collins recently chaired a statewide committee of attorneys defending a novel case involving 81 other water suppliers across the state. The case asks whether fire hydrants are a part of water service or rather a part of fire department service. The answer to that question is worth billions of dollars to California’s taxpayers and water users.
