At the invitation of President Dr. Juan Benitez, Silvia DeLuna Barragan assumed the role of comptroller at ICON CDC in 2021, when the nonprofit operated on just over $1 million, had two city contracts, no cash reserves, and 10 staff members. Within six months, she resolved billing issues and secured a $100,000 line of credit through accurate financial reporting. She also implemented systems that enabled ICON CDC to manage state, county, and federal funding and to launch a small-business loan fund. Five years later, the organization has grown to a $4 million budget, 32 staff members, and three Pacoima properties — “all driven by her fiscal leadership.”
