Quincy Cass Associates Inc., a West L.A. financial services firm, has named Mark C. Minichiello chief investment officer and managing director. Previously, Minichiello was co-portfolio manager at the Occasio Fund.

First Bank has named Jeremy Sarkissian vice president and senior branch manager in its Beverly Hills office. Previously, Sarkissian was vice president at downtown L.A.-based CalNational Bank.

CONSTRUCTION

Pasadena-based American Construction Management & Engineering Inc. has named Carol Lefkowitz Jones as principal and chief business development officer. Previously, Lefkowitz Jones was a regional marketing director at Dynamic Builders Inc., a downtown L.A.-based construction firm.

ENTERTAINMENT

Machinima.com, a West Hollywood-based online entertainment network, has named David Wheeler creative director. Previously, Wheeler was a senior creative director at Electronic Arts Inc., a Redwood City video game company.

Fox Soccer Channel, a West L.A.-based cable channel, has named David Nathanson executive vice president and general manager. Previously, Nathanson was president of TVG Network, a Beaverton, Ore.-based interactive horse-racing channel.

Mastersfx, a movie special effects firm in Arleta, has named Andre Bustanoby visual effects supervisor for the firm’s new digital division. Previously, Bustanoby was a visual effects supervisor at Brain Zoo Studios, a Van Nuys visual effects firm.

GOVERNMENT

Carlos J. Valderrema has been named to the Intergovernmental Policy Advisory Committee on Trade to the Office of the United States Trade Representative, a U.S. trade advocacy group. Valderrama is global initiatives senior vice president for downtown L.A.-based Los Angeles Area Chamber of Commerce.

Los Angeles Mayor Antonio Villaraigosa has named Robert “Bud” Ovrom general manager of the Department of Building and Safety. Ovrom is deputy mayor of economic development.

HEALTH CARE

The American Association for the Advancement of Sciences, a Washington, D.C.-based non-profit, has named Roger M. Perlmutter a 2009 fellow. Perlmutter is executive vice president of research and development at Amgen Inc., a Thousand Oaks biotech firm.

HOSPITALITY

Queen Mary, a hotel and restaurant destination in Long Beach, has named Larry Banares executive chef; Paul Haught director of events, attractions and entertainment; and Stephanie Teichman assistant director of sales and marketing. Previously, Banares was executive chef at Hilton Torrey Pines, a La Jolla hotel; Haught was a project manager at Thinkwell Design & Production, a Burbank-based company that creates experience-based entertainment for theme parks, museums, casinos, and retail and resort destinations; and Teichman was senior director of hotel sales at LA Inc, the Los Angeles Convention and Visitors Bureau.

INSURANCE

Insurance firm Farmers Insurance Group of Cos. has named Jim Westerman senior vice president of field operations, Pacific zone, in its L.A. office. Previously, Westerman was senior vice president at the firm.

LAW

Law firm Ford & Harrison LLP has named Laura Unger an associate in the firm’s downtown L.A. office. Unger is a 2009 graduate of Loyola Law School.

The California State Bar Taxation Section has named Wayne R. Johnson chairman of the international tax committee. Johnson is a partner at Valensi Rose PLC, a Century City law firm.

Jones Day, a Cleveland-based law firm, has promoted Erica L. Reilley and Erik K. Swanholt to partners in its downtown L.A. officer. Previously, Reilley and Swanholt were associates at the firm.

Hennigan Bennett & Dorman LLP, a downtown L.A. law firm, has promoted Paul Derby, Robert Mockler and Joshua Morse to partners. Previously, Derby, Mockler and Morse were associates at the firm.

Inner City Law Center, a downtown L.A. non-profit that provides legal representation to homeless and working poor clients, has named Mitra Eskandari-Azari and Brian Kabateck to its board. Eskandari-Azari is an associate in the downtown L.A. office of law firm Alston & Bird LLP. Kabateck is managing partner at downtown L.A. law firm Kabateck Brown Kellner LLP.

REAL ESTATE

CB Richard Ellis Investors has named Michael Del Santo senior director in the firm’s downtown L.A. office. Previously, Del Santo was a first vice president at ProLogis, a Denver-based manager of distribution facilities.

TRADE

Gehr Group, a Commerce-based company that does business in the international trade, real estate, manufacturing, distribution and wholesale sectors, has promoted David Lifschitz to president. Lifschitz was previously chief financial officer at the company and will continue performing those functions.
