Ernst & Young LLP has named Nicole Horton executive director in the United States restructuring services group in the firm’s downtown L.A. office. Previously, Horton was a senior vice president at Macquarie Capital Inc., a Chicago-based banking services firm.

The Internal Revenue Service Advisory Council has named Brian Yacker chairman of its office of professional responsibility subgroup. Yacker is a tax and accounting partner at Long Beach accounting firm Windes & McClaughry Accountancy Corp.

Green Hasson & Janks LLP, a Westwood accounting services firm, has named Sidney P. Blum a partner in the litigation support and merchandise royalty audit group. Previously, Blum was a principal at accounting services firm Stonefield Josephson Inc.

ARCHITECTURE

HGA Architects and Engineers has named Leslie Fishburn a senior associate in the firm’s Century City office. Previously, Fishburn was a principal at RTKL, a Baltimore-based architecture firm.

BANKING & FINANCE

B. Riley & Co. LLC, a West L.A.-based investment bank, has named Alan Howe to its corporate governance advisory services group. Howe is managing director at Broadband Initiatives LLC, a San Diego tech-focused consulting firm.

Los Angeles Capital Management, a West L.A. investment services firm, has named Daniel Allen director of global equities. Previously, Allen was a senior managing director at Wilshire Associates, a Santa Monica-based investment services firm.

Wells Fargo & Co. has named John Manning head of the commercial banking division for Greater Los Angeles in the downtown L.A. office. Previously, Manning was regional vice president of Wells Fargo’s San Gabriel Valley regional commercial banking office.

CONSULTING

Santa Monica-based IbisWorld Inc. has named Micah Dishman network administrator. Previously, Dishman was lead network administrator at Pep Supply/Team Design, a Downey maker of cheerleader and spirit squad uniforms.

ENTERTAINMENT

THQ Inc., an Agoura Hills-based video game developer and publisher, has named Germaine Gioia senior vice president of licensing and merchandising. Previously, Gioia was a senior vice president at Capcom Entertainment Inc.

GOVERNMENT

Long Beach Harbor Commission has named Thomas Fields board member. Fields is owner of Thomas Fields Associates, a Long Beach marketing and advertising firm.

The California Department of Transportation has named Richard Land interim director of District 7, overseeing 42 freeways and highways in Los Angeles and Ventura counties. Land is a Caltrans chief engineer and deputy director of project delivery.

The Financial Crisis Inquiry Commission, created by the federal Fraud Enforcement and Recovery Act of 2009, has named Gary J. Cohen special business counsel. Cohen will take a leave of absence from his job as partner in the downtown L.A. office of law firm Sidley Austin LLP to work for the commission.

HEALTH CARE

CytRx Corp., a Brentwood-based biopharmaceutical company, has named Scott Geyer senior vice president of marketing. Previously, Geyer was vice president of technical operations at Cerimon Pharmaceuticals Inc., a South San Francisco biopharmaceutical firm.

LAW

Katten Muchin Rosenman LLP has named Antony E. Buchignani a partner in the Century City office’s litigation and dispute resolution practice. Previously, Buchignani was a litigator in the Century City office of DLA Piper LLP.

Raines Law Group LLP in Beverly Hills has named Andrew Kirsh partner. Kirsh was founder of Kirsh Legal Group LLP.

Mayer Brown LLP has promoted Melissa Pestrana to partner in its downtown L.A. office. Pestrana was previously an associate at the firm.

Latham & Watkins LLP has promoted Aaron Murphy and Laurence Seymour to partners in its downtown L.A. office. Previously, Murphy and Seymour were associates.

NON-PROFIT

The Hollywood Entertainment District Business Improvement District has named Jim McPartlin to its board and Thaddeus Smith president. McPartlin is W Hollywood general manager; Smith is co-owner of the Music Box Theatre.

Children’s Bureau, a downtown L.A. non-profit that works with at-risk children, has named Rose M. Wright director of corporate and foundation relations. Previously, Wright was director of advancement and communications at Act One Inc., a Hollywood mentoring program for young people who want to work in film and TV.

Lee & Associates – Investment Services Group, a downtown L.A. real estate services firm, has named Mark Konopaske managing director. Konopaske was co-founder of Total Investment Real Estate Brokers.

Real estate services firm Jones Lang LaSalle Inc. has named Ruben Goodsell senior vice president, Scott Leichtenberg vice president, Mike McCrary executive vice president and Peter McWilliams managing director in the firm’s downtown L.A. office. Previously, Goodsell was a vice president at Colliers International; Leichtenberg was a senior director at CB Richard Ellis Investors; McCrary was a senior vice president at Colliers International; and McWilliams was a senior vice president at Colliers International.
