Health Net Contract Nixed

Health Net Inc. said Wednesday that the State of Connecticut canceled its contract for children and youth insurance program because the company refused to release information on reimbursement rates.


In a filing with the Securities and Exchange Commission, the Woodland Hills-based managed healthcare provider said it is one of four insurers to have its Healthcare for UninSured Kids & Youth program contract terminated by Gov. Jodi Rell.


Health Net and several other companies had challenged the state’s Freedom of Information Commission’s decision that found youth program contractors are subject to the state’s Freedom of Information laws, especially provisions dealing with how state funds are spent and allocated. The laws would have required Health Net to disclose its reimbursement rates and what Health Net called trade secret information.


The contract will end Dec. 1. The value of the contract and projected lost revenue weren’t disclosed by Health Net.

This comes a week after Health Net was fined $1 million by the state of California after the company admitted it set goals for cancellations and paid bonuses in part based on how many policyholders were dropped and how much money was saved.


Share in Health Net were down 1 percent to $46.42 in early trading Wednesday on the New York Stock Exchange.
