Southern California provides substandard service to residents in several economic, social and health-related categories, according to the Southern California Association of Governments, a regional planning organization covering Los Angeles and several neighboring counties.

In its annual “State of the Region” report card released today, the organization said “at the end of 2006, the SCAG region continued to perform significantly below the average of the nine largest metropolitan regions with respect to the basic socioeconomic well-being of its residents.”

Nevertheless, the group gave the region a “B” for employment and a “C” for income both unchanged from the previous year.

Southern California’s air quality took the largest hit, dropping to a “D” grade from a “C” the previous year.

A region that is notorious for its bad traffic, the six-county area improved slightly in the category of mobility, from a failing grade to a “D-” this past year.
