ohn Pedersen was named senior risk management officer and executive vice president of City National Corp. and its subsidiary City National Bank. Pedersen was formerly the chief credit review officer with the Beverly Hills-based bank. Also, Roger S. Stinnett was named vice president and manager of tax and financial planning at City National Bank. Stinnett was previously a senior manager with Ernst & Young LLP.

Union Bank of California promoted Chris Del Moral-Niles to senior vice president and director of liability management in its downtown Los Angeles office. He previously served as the bank's asset and liability strategist.

Biofriendly Corp. named Cynthia L. Morphew regional vice president. Before joining the company, Morphew was the vice president of environmental affairs for the Texas Oil and Gas Association.

HNTB Corp. named Robert "Larry" Davis president of the firm's West division. Davis was most recently a commander and division engineer of the U.S. Army Corps of Engineers Pacific Ocean Division.

Health Care
Kristen Pugh was appointed associate vice president for government and community relations at Duarte-based City of Hope cancer center. Pugh was most recently the associate director of federal government affairs at Washington, D.C.-based American Association of Nurse Anesthetists.

K & R; Law Group LLP named Jack A. Janov, Kevin C. Lacey and Edward A. Stumpp partners in the firm's Los Angeles office. Janov and Stumpp were formerly attorneys with the company's litigation practice group and Lacey was an attorney in the health care and corporate law division.

Carl Roude was named of counsel in the real estate practice group at Jeffer Mangels Butler & Marmaro LLP. Roude was previously managing counsel at Mitsubishi Motors North America Inc.

Proskauer Rose LLP named Monica Shilling and Anthony Pacheco partners. Shilling is a partner in the corporate department and Pacheco in the litigation and dispute resolution department, both at the firm's L.A. office. Shilling and Pacheco were previously attorneys in their departments.

Brian Davidoff was named managing director at Los Angeles-based business law firm Rutter Hobbs & Davidoff. He was previously managing the bankruptcy and corporate legal practice at the firm.

Bobby A. Ghajar was named partner in the Los Angeles office of Howrey LLP. Ghajar was most recently an associate with the firm's intellectual property practice.

Joh Stephens was named editor of The Planning Report and the Metro Report, monthly publications covering land use and public investment in Los Angeles. Stephens previously taught at Archer School for Girls.

El Centro de Accion named Randy Jurado Ertll executive director of the agency, which offers programs to youth and senior citizens in the Hispanic community in Pasadena and surrounding areas. Ertll was most recently the assistant director of communications and community relations for the Pasadena Unified School District.

Real Estate
Janice L. Cimbalo was named director of the brokerage department at the downtown Los Angeles office of Cushman & Wakefield Inc. Cimbalo was previously a commercial real estate broker at Los Angeles-based Studley.

Northrop Grumman Corp. named Everett H. Pratt Jr. vice president of business development for defensive systems. Pratt was most recently vice president of radio frequency combat and information systems for the same division. Gregory A. Schmidt was named vice president of radio frequency combat ad information systems. Schmidt was previously vice president of engineering and manufacturing for the defensive systems division. Carl R. Smith was named vice president of engineering and manufacturing. Smith was formerly the director of systems engineering and engineering manager for all radio frequency combat and information systems programs.

Chatsworth Products Inc., a computer data and equipments company, named Kenneth H. Guss president of the company. Guss was most recently the chief executive for Aeromark Group.

Adstar, a Marina del Rey-based provider of e-commerce transaction software services, named Steve Brown vice president of business development. Brown most recently served as the senior vice president of operations for Monster Worldwide, the parent company of

Technicolor Digital Cinema, a technology and solutions provider for digital media, named Curt Behlmer senior vice president of digital cinema operations in its Burbank office. Behlmer was formerly the managing partner and chief technology officer of Digital Cinema Ventures.
