Todd Osborne recently joined the HOK Los Angeles office as the Director of Aviation. Osborne was previously an associate vice president at DMJM.

Dan Vidal has joined the Long Beach office of SCS Engineers as a project manager. Vidal was previously project manager for A-Mehr.

L.A. Mayor Antonio Villaraigosa announced five appointments to the Fire and Police Pensions Commission. The new members are Elliot Broidy, founder and chairman of Markstone Capital Partners; Sean Harrigan, executive director of the United Food and Commercial Workers Union Western State Council; Steve Juarez, financial practices manager of the J. Paul Getty Trust; Patricia Means, founder and president of Turning Point Communications; and Louis Moret, former COO of Southern California Association of Governments.

Villaraigosa has also appointed Rafael L & #243;pez interim executive director for the Commission on Children, Youth, and their Families, Ken Simmons interim general manager for the City's Information Technology Agency and Ray Cortines deputy mayor for education, youth, and their families. Lopez was deputy director of the San Francisco Department of Children, Youth and Their Families. Simmons previously served as executive officer/assistant general manager in the Information Technology Agency. Cortines was an education consultant to Hewlett Foundation, Irvine Foundation University of Pittsburgh and Eli Broad Foundation.

City Controller Laura Chick has named Rushmore Cervantes as chief deputy controller. Cervantes previously served as general manger of El Pueblo, the city department that runs Olvera Street.

The public relations and legislative affairs division at the Port of Los Angeles has hired three team members. Veronica Hendrix, who previously served on the Los Angeles City Commission on the Status of Women, has been appointed as public information director. Jenny Chavez, former legislative director for councilwoman Janice Hahn, will take the role of legislative representative. Cecilia Moreno, a Wilmington community representative, joins as community affairs advocate.

The Los Angeles office of KPMG LLP has promoted Mark Hutchins to managing partner. Hutchins previously served as partner in charge of the Western Area risk advisory services, internal audit, regulatory and compliance services practices.

Ruth Kahn, a partner in the Los Angeles office of Steptoe & Johnson LLP, has been appointed to the Board of Governors for the Women Lawyers Association of Los Angeles.

Brown Winfield & Canzoneri Inc. has hired Arnold Barba as an associate in the litigation department. Barba was previously a litigation associate for Morrison & Foerster LLP.

Polina Chapiro has joined Green Hasson & Janks LLP as tax partner. Previously, Chapiro was director of tax at Activision.

Manatt Phelps & Phillips LLP has announced the appointment of Mark D. Litvack as partner. Litvack was previously partner at Mitchell Silberberg & Knupp LLP.

Ron McNair has joined Sony Pictures Entertainment as senior vice president of corporate finance and accounting. Prior to joining Sony, McNair was a partner with Arthur Andersen and Deloitte & Touche LLP.

Live Nation, a Los Angeles-based live event and venue management company, has named Arthur Fogel as chairman of global music, Bruce Eskowitz as chief executive of global venues and alliances, Russell Wallach as president of national alliances, and Maureen Ford as president of local alliances. Fogel will retain his previous position as president of Next Adventure, the global touring division of the company. Eskowitz will retain his position as president of global venues and alliances. Wallach was previously vice president of national alliances and Ford was executive vice president of alliances.

Universal Pictures announced the following promotions: Rick Finkelstein to vice chairman of Universal Pictures and executive vice president of Universal Studios; Jimmy Horowitz to co-president of production and executive vice president of Universal Pictures; and Michael Joe to executive vice president of Universal Pictures. Finkelstein was previously president and COO of Universal Pictures, Horowitz was executive vice president of business and legal affairs, and Joe was executive vice president of business development and strategic planning.

Dereck Messana has joined Adlink as director of sales for the Hispanic division AdConexion L.A. Most recently, Messana was regional multicultural account manager for NCC.

Waat Media in Sherman Oaks has hired Michael Steuer as vice president of mobile games and Tom Chamberlin as vice president of short message service marketing. Steuer was previously managing director of wireless products at THQ Inc. and general manger of Minick USA. Chamberlin was sales manager at Telescope.

GoTV Networks has hired Erika Lewis as vice president of development and Chris Greenleaf as vice president of comedy and entertainment. Lewis previously served as vice president of development for Tom Lynch Co. and Greenleaf was president and chief executive of Arcadia Pictures.
