After jousting for months, California Gov. Arnold Schwarzenegger and the state Legislature reached a budget deal that pays for road improvements and increases education spending without enlarging the deficit.

Schwarzenegger agreed to spend slightly more on education than he originally proposed, and local governments whose property taxes were taken during the budget crisis get paid back one year early.
