Ken Blakeley has been named chief financial officer at Oberthur Card Systems, a Los Angeles-based company that supplies credit cards. He will be responsible for the consolidation of all financial activities in this country. Blakeley was most recently a financial manager at Atlantic Richfield Co.

Schuyler Havens has been appointed chief operating officer at Howard Capital Management, a Los Angeles-based investment advisory firm. He will oversee day-to-day operations, technology, finances and product development. Havens was previously a senior business development officer at J.P. Morgan & Co.

D. Fred Johnston was named consumer region executive at Bank of America. He will be responsible for monitoring and enhancing customer service along with sales and operations performance for the western portion of the greater Los Angeles division. Also, Aurora Mariscal has been named consumer region executive responsible for enhancing sales and operations performance, and customer service at banking centers in Pasadena and East Los Angeles. In addition, Maria C. Mesa has been named commercial market executive responsible for providing commercial lending, treasury and cash management services to middle-market companies in East Los Angeles and the San Gabriel Valley. Also, Scott Witter was named consumer region executive for North Central Los Angeles. He will be responsible for enhancing sales and operations performance along with customer service in that area.

Consulting

Paul Cwalina has been appointed vice president of the western region at Faber Consulting, a management consulting firm in Los Angeles. He will be responsible for business development, customer service and consultant recruitment. Cwalina was most recently a client director at MCI Systemhouse in Ottawa.

Entertainment

David Lucoff has been promoted to senior director of affiliate sales at DMX Music, a Los Angeles-based company that programs and delivers digital music. He will oversee all day-to-day affiliate sales and contribute to the expansion and development of business domestically and in Latin America. Lucoff was previously director of affiliate sales in the eastern region.

High Tech

Scott Nostaja was appointed senior vice president of human resources and administration at PeopleSupport Inc., a Los-Angeles based company that provides e-businesses with technologies and services. He will be responsible for creating corporate communications strategies, providing direction on employee recruitment and retention, and developing customized training and education programs. Nostaja was most recently chief administrative officer at Tonos.com. Also, Joe Jaworski was named vice president of North American operations. He will oversee customer service representative operations and operational development. Jaworski was previously a senior manager at Convergys Corp. in St. Louis. Also, Laurie Shedler was appointed vice president of strategic alliances and product marketing. She will be responsible for redirecting and launching PeopleSupport's positioning as an integrated e-business communications provider.

Leon Shpilsky has been appointed senior vice president and managing director of European operations at eSAT Inc., a Los Angeles-based broadband service provider offering satellite, wireless and network management solutions. He will be responsible for the overall management of European operations, including strategic development and affiliations, mergers and acquisitions, corporate financing and negotiating, and structuring of corporate joint venture relationships. Shpilsky was most recently principal and director of international practice at Parks, Palmer, Turner & Yemenidjian.

Interior Design

Benjamin Levine has been appointed principal in charge of interior design at WWCOT, an architecture and interiors firm in Santa Monica. He will oversee the design staff as they service clients in the hospitality and health care sectors. Levine was most recently director of interiors at Johnson Fain and Pereira Associates.

Steven M. Goldberg has been named partner at Manatt, Phelps & Phillips in Los Angeles. He handles litigation involving entertainment, e-commerce, financial services, copyright and trademark infringement, antitrust and other areas. Goldberg was most recently chair of the Los Angeles Litigation Group at Greenberg Traurig.

Eric Markgraf has been named vice president of marketing at Fox Sports/Fox Sports Net in Los Angeles. He will be responsible for developing and producing all online advertising. Markgraf was most recently director of advertising at 800.COM.

New Media

Beth Bradmon has been appointed chief financial officer at Soundbreak.com, an online music site based in West Hollywood. She will oversee all financial aspects. Bradmon was most recently eastern region finance director at Landor Associates.

Michael Carrigan has been appointed chief financial officer at 4therapy.com, a subscription-based Web site in Culver City that caters to consumers and mental health professionals. He will oversee all financial aspects. Carrigan was most recently controller and vice president of finance at CarsDirect.com Inc.

Laurel Dunlea has been named chief marketing officer at Broadband Sports Inc., an online sports media company in Los Angeles. She will oversee all brand and marketing initiatives. Dunlea was most recently vice president of marketing at E! Online.

David Nathanson has been named director of broadband strategy at Fox Cable Networks Group in Los Angeles. He will be responsible for the distribution and placement of broadband businesses and will help develop new programming services. Nathanson was previously director of marketing at News Corp.

Al Simpson has been named vice president of sales at GreatDomains.com, an online marketplace to buy, sell and appraise domain names and Web sites in Los Angeles. He will build and oversee a full-service sales force. Simpson was most recently a communications executive at Verizon Wireless Messaging Services.

Nonprofits

Norma Duque-Acosta has been appointed president and chief executive director of financial development at Nuevo Amanecer Latino Children's Services, a bilingual nonprofit corporation in Los Angeles that provides abandoned, neglected or abused children with family-based treatment services. She specializes in strategic financial planning and implementation. Duque-Acosta was previously controller at West Pac Bank Corp.

Dr. Jeanne Taylor has been appointed senior vice president of community health programs at WATTSHealth Foundation, a nonprofit organization in Los Angeles that provides health care, preventative and social services. She will be responsible for enhancing and expanding community-based medical and social services.

Real Estate

James Rosten has been promoted to president at Kennedy-Wilson Properties, a real estate investment, marketing and property management firm in Beverly Hills. He will initiate national business development plans, implement marketing and client services objectives, and oversee management, leasing and construction. Rosten was previously senior managing director. Also, John C. Prabhu was promoted to senior managing director. He will oversee the Southern California and Phoenix markets. Prabhu was previously managing director.

Restaurants

Victoria Gelberg has been appointed vice president of marketing at Panda Management Co., the Pasadena-based parent company of several family restaurants including Panda Express. She will oversee the marketing department and will direct all creative research and media strategies. Gelberg was previously an executive manager at Grey Advertising.
