Brooke Carey has been named vice president of e-business development and new media at On the Scene Productions, a Los Angeles-based provider of electronic communications. She will oversee the expansion of an online presence. Carey was most recently director of development at City of Hope.

Banking & Finance

Leticia Aguilar has been named consumer executive for the greater Los Angeles division at Bank of America. She will oversee more than 250 banking centers. Aguilar was previously a consumer executive at the Southern California in-store division. Also, Barbara Robinson was appointed consumer executive for the Southeastern division. She will oversee more than 280 banking centers across Southern California. Robinson was previously consumer executive for the greater Los Angeles division.

James R. Belardi has been promoted to president at SunAmerica Investments, a financial services company in Los Angeles. He will continue to serve as executive vice president and principal financial officer at SunAmerica Inc. and will oversee mutual fund, treasury and guaranteed investment contract operations. Belardi was previously senior vice president and treasurer. Also, Cornelia Boyle has been appointed executive vice president and chief operations officer. She will be responsible for marketing, products, strategic planning, new business initiatives and service operations of the annuity business. Boyle was most recently executive vice president of strategic marketing at Fidelity Investments Institutional Services Co. in Boston.

Kevin W. Shultz has been named managing director at the Seidler Cos., a private investment banking, public finance and brokerage firm in Los Angeles. He will be responsible for advising companies on financial transactions, including equity placements, mezzanine financing, senior debt, corporate sales and divestitures. Shultz was previously managing director at EBI Securities/Westpark Capital.

Rodolfo Villarica has been named senior vice president at First International Bank in Los Angeles. He will be responsible for providing commercial mortgages, equipment loans and lines of credit to small and midsize industrial companies. Villarica was most recently head of commercial loan business development at Union Bank of California.

Consulting

Matthew W. Turner has been promoted to principal at SCA Consulting in Los Angeles. He will focus on performance management and incentive compensation. Turner was previously senior associate.

Energy

Sam Henry has been promoted to vice president of risk management at Edison Mission Energy in Rosemead. He will be responsible for managing, overseeing and coordinating the company's risk file. Henry was previously vice president of trading and risk management at Dupont Power Marketing.

Entertainment

A. Wilson Flannery has been named director of affiliate management at Fox Cable Networks Group in Los Angeles. He will be responsible for internal distribution matters and will serve as a liaison between the affiliate sales and the finance and accounting departments. Flannery was most recently manager of finance corporate development at Columbia Tristar Home Video. Also, Heather G. Thomas was appointed director of creative services. She will be responsible for developing all consumer and trade affiliate advertising communication, producing all collateral materials, overseeing all strategic messages and managing the day-to-day execution of print projects and presentation materials. Thomas was previously manager of creative services at ESPN Networks in New York.

Alexandre Levy has been named vice president of international marketing at Warner Bros. Records in Burbank. He will oversee all aspects of international marketing, including release strategies and marketing campaigns. Levy was previously head of marketing for Warner Bros. Films in France. Also, Joe Maddern was appointed director of international production. He will be responsible for the production of albums released outside the United States. Maddern was most recently senior director of West Coast international production at Universal Music Group.

Health Care

Tamera M. Florio has been named chief operating officer at Long Beach Memorial Medical Center. She will oversee all operations. Florio was previously senior vice president of clinical services.

Law

Martin J. Brill has been named partner at Levene, Neale, Bender & Rankin, a bankruptcy law firm in Los Angeles. He specializes in bankruptcy, insolvency and business reorganization. Brill was most recently managing partner at Robinson, Diament & Brill.

Peter M. Eichler has been named partner at Troop Steuber Pasich Reddick & Tobey in Los Angeles. He focuses his practice on worldwide trademark and copyright law. Eichler was previously of counsel.

New Media

Steve Horton has been named senior vice president of business development at LowerMyBills.com, an online comparison service in Los Angeles. He will be responsible for the development, negotiation and analysis of strategic partnerships and the further development of financial services. Horton was previously senior vice president of the insurance services group at InsWeb. Also, Lisa Finn has been promoted to vice president of people. She will oversee all human relations functions, including development of human resources infrastructure, policies and procedures and recruitment. Finn was previously vice president of human resources for the information technology group at Universal Studios.

Ted Howells has been named chief financial officer at Fandom Inc., an online provider of science fiction, fantasy and horror entertainment. He will oversee all aspects of financial operations, including strategic planning and analysis and budgeting and forecasting. Howells was previously executive vice president and chief financial officer at Sony Pictures Entertainment. Also, Hillary Atkin was appointed senior vice president of corporate communications and development. She will be responsible for building strategic alliances in the entertainment and wireless arenas. Atkin was previously president and owner of Atkin Communications.

Ron Lam has been promoted to chief operating officer and chief financial officer at GameWorks, an interactive entertainment company in Glendale. He will be responsible for managing finance, domestic business development, retail, games and attractions, information technology and human resources. Lam was previously senior vice president and chief financial officer at Universal Studios, Hollywood.

Technology

Harrison Bliss has been appointed vice president of revenue assurance at TelePacific Communications, a broadband telecommunications provider in Los Angeles. He will oversee end-user billing, carrier settlements, credit management, collections, usage processing and revenue integrity. Bliss was most recently a telecommunications consulting project manager at Lucent Technologies.

Ken Deutsch has been appointed vice president of business development at Adfusion, a Los Angeles-based provider of advertising applications. He will be responsible for the agency group business development strategy and national rollout with advertising and media agencies. Deutsch was most recently senior vice president at Davis Ellen.

Alex M. Kaplan has been named president and chief executive at Futurekids Inc., a Long Beach-based provider of technology education solutions and services to schools worldwide. He will oversee daily operations and business and marketing strategies. Kaplan was previously K-12 education-industry national practice executive at IBM Innovation Services.

Sean Sullivan has been appointed senior vice president and chief sales officer at DES, a media technology solutions company in Los Angeles. He will oversee all sales and customer relationships. Sullivan was previously vice president of worldwide broadcast sales and services at Teleglobe Communications Corp.

Keith Teruya has been appointed chief technology officer at ShowBIZ Data Inc., an online provider of entertainment industry applications in Los Angeles. He will oversee all aspects of technology. Teruya was previously a consultant to ShowBIZ Data Inc. and Digital Savant.
