Steve Doyle has been appointed director of the Pacific Southwest business development center at Deloitte & Touche. He is based in Los Angeles and will lead the efforts of a 30-plus member marketing and sales team that supports client service professionals in the firm's Pacific Southwest region, which includes California, Arizona, and Nevada. Doyle is a 12-year veteran of the firm and most recently served as a director in the regional and national enterprise risk services group.

Mitchell Englander has been promoted to associate vice president at the MWW Group, a public relations firm in Los Angeles. He will supervise many of the political campaign accounts, as well as continue to help develop and implement computer technology for the firm's marketing programs, public affairs work and political campaigns.

Mike Garfinkel is the new managing director of the Los Angeles office of Alexander Ogilvy Public Relations. As a member of the firm's executive management team, Garfinkel will assume operational responsibilities and oversee accounting and business development matters. He also will manage a staff of more than 25 communications professionals. He joins the firm from the Terpin Group, where he was executive vice president and general manager.

Judy L. Milrad has been promoted to full partner at Dayton Milrad Cho, a public relations firm. She will be a talent manager of actors and writers. Previously, she was an associate with Arlene L. Dayton Management Inc. and received her promotion when the company recently merged with Cho Business.

Banking & Finance

Sherna Matthew has been promoted to assistant vice president, branch manager of the Warner Center office of Manufacturers Bank. Previously, she spent five years at Citibank, where she was a client financial analyst.

Susie Oh and Marcel Paisley have both joined California Bank & Trust. Oh, who previously managed three large branch offices for Wells Fargo & Co., will be vice president and branch manager of the Wilshire Center office. Paisley has been named vice president and branch manager for the company's Wilshire, San Vicente office.

Engineering

Juan A. Guerrero has been appointed manager of the environmental group at Kleinfelder Inc., an engineering, construction management and materials testing firm. He will be based in Diamond Bar, and will coordinate and manage personnel and resources, and provide technical oversight and senior review for the office's environmental engineering and remediation projects. Currently, Guerrero is managing Kleinfelder's remediation services for the U.S. Army Corps of Engineers' Camp Ono-Apex Parcel in San Bernardino County.

Entertainment

David Bishop has been given the additional title of chief operating officer of the MGM Home Entertainment Group, in addition to maintaining his pre-existing title of president, which he has held since 1996. He is currently overseeing all aspects of the company's worldwide video and DVD operations, as well as its growing interactive business.

Nancy Dunn has been appointed vice president, marketing and creative services, at Columbia TriStar Television. She is based in Los Angeles and will serve as department head for the marketing and creative services group, managing the brand identity for all of the company's operations, including distribution of U.S. content and international production. Dunn previously co-founded the entertainment division of Construct.com.

Gary Helsinger has been named director of A & R;, West Coast, at Universal Music Publishing Group. With 10 years experience in the music business, Helsinger will be responsible for scouting and signing new talent, developing and enhancing the company's roster of artists and writers, as well as making use of its catalog. Most recently he held the position of director of talent acquisitions at Chrysalis Music Group.

Philip Segal has been named senior vice president, scripted programming and development, at Tribune Entertainment Co. He will be responsible for the oversight of all development and programming activities of the company's scripted content. Segal was senior executive vice president of television production for Amblin Entertainment prior to accepting his new position.

Health Care

Steven Spigarelli has been promoted to director of Southern California sales at Delta Dental Plan of California. He will supervise a staff of 35, including account executives, service representatives and support staff throughout Southern California. Spigarelli is a 12-year company veteran, most recently serving as vice president of group and member services for PMI dental health plan, Delta's dental HMO affiliate.

Hospitality

Tracy Ward has been named national sales manager for the Westin Bonaventure Hotel & Suites. In his new position, Ward is overseeing the development of association business in New York, Washington, D.C., and Chicago. Previously he was director of sales for Kah-Nee-Ta Resort in Warm Springs, Ore. Also new at the Westin Bonaventure is Linda Lawson, who has been hired as the convention services manager. She is responsible for generating and executing convention-related meetings. She formerly served as director of convention services at the Renaissance Esmeralda Resort in Indian Wells.

Law

Charles W. Cox, J. Scott Hodgkins, Gary A. Kashar, Jeffrey L. Kateman, Daniel S. Schecter and W. Alex Voxman have all been elected partners at the Los Angeles office of Latham & Watkins. Cox and Schecter will be practicing in the firm's litigation department while Hodgkins, Kashar, Kateman and Voxman will all be working in the corporate department.

Martha Escutia, California State Senator, has accepted a position with the law firm of Richards, Watson, & Gershon. She will work part-time in the firm's Los Angeles office in public entity representation, private law and public agency litigation as her legislative duties permit. Escutia represents the 30th State Senate District and was first elected to the California Legislature in 1992.

Alan Friel has joined Katten Munchin Zavis' Los Angeles office as special counsel. He will be serving the firm's entertainment and new media group in its transaction practice. Previously, he served as general counsel to Digital Entertainment Network.

Frederick F. Mumm has been hired as a partner with the Los Angeles office of Davis Wright Tremaine. He will practice in the areas of communications, intellectual property and related litigation. Previously, Mumm was counsel with the Century City law firm of White O'Connor Curry Gatti & Avanzado.

Rochelle B. Spandorf has joined Sonnenschein Nath & Rosenthal in its Los Angeles office. She will practice with the firm's competition, distribution and marketing group and will concentrate on all aspects of business franchise consulting. Spandorf is currently vice chair of the California State Bar Franchise Law Committee.

New Media

Rosemary Bach has been appointed vice president, strategic marketing at Hitplay Media, a video solutions provider for Web sites and corporations. She will oversee all product and marketing strategies for the company. Formerly, Bach was director of product marketing for Opus360.

Alison Roth has been hired as vice president of business development for MatchNet PLC, an online dating service in Beverly Hills. She will oversee a wide range of deals between strategic partners and MatchNet's family of online dating sites. Before joining MatchNet, Roth was senior director of business development and strategy for Ifilm.

Real Estate

Thomas Jirovsky has been appointed senior managing director at Sedway Group, a CB Richard Ellis Co. Based in the Los Angeles office, Jirovsky specializes in financial feasibility analysis, computer-based financial and economic impact models, asset management, public/private joint ventures and litigation support. He has prior consulting experience with a number of cities and development corporations
