BUZZ: Retailer moved downscale in May with new concept F21 Red. Concept debuted at Azalea Shopping Center in South Gate, offers low-cost items such as $1.80 camisoles and $7.80 denim for women, men’s tops priced at $3.80. Global expansion plans proceeding.
