The Santa Barbara County Board of Supervisors has upheld the Montecito Planning Commission’s approval of Los Angeles developer Rick Caruso’s Miramar resort project.

The board on Tuesday voted 4-1 to uphold the commission’s Oct. 8 approval and denied two appeals filed against Caruso Affiliated’s plans to build 192 luxury rooms, three restaurants, a spa, a beach club and a boardwalk at the site of the old Miramar Hotel.

The Montecito Planning Commission has held four hearings on the project amid concerns regarding the height of the buildings and proximity to the main road, among other issues.

Caruso Affiliated purchased the Miramar property in January 2007. The project is expected to break ground next year, with completion in 2011.
