Refinery Hiccups Hike Gas Prices

Officials said Monday that two animals separately set off electrical power disruptions at two Los Angeles-area refineries on Sunday night, adding to the recent rise in West Coast gasoline prices.

A Southern California Edison commercial substation in Torrance was temporarily shut off at about 9 p.m. when an opossum became caught up in one of the transmission lines, Edison spokesman Tom Boyd said. The power facility provides power to a nearby Exxon Mobil Corp. refinery which produces 150,000-barrels-per-day of gas, mainly for local consumption. The animal caused a two-hour disruption in operations.

A similar event happened about an hour later in Wilmington, at a Los Angeles Water and Power substation. The station was switched off-line due to a raccoon getting tangled in a transmission line, cutting power to a near-by Shell Oil Co. refinery for about 10 seconds.

Operations at both locations are now functioning at 100 percent capacity, both companies said.

Gas prices jumped 7 cents in the already-strapped L.A. wholesale market on Monday morning at word of electrical power problems.

Animals crawling into electrical substations and transformers and disrupting power operations is not uncommon, Edison said. The animals either chew into the cables or their body forms a connection between two live circuits.
