Audit Criticizes CRA

A follow-up audit by City Controller Laura Chick cited the Community Redevelopment Agency for being slow to implement loan program reforms for developers and affordable housing projects, Chick’s office announced on Thursday.


Chick had issued 92 recommendations for improving the CRA two years ago after a series of audits. The follow-up audit showed that a number of problems persist, especially the low number of borrowers receiving the majority of CRA loans.


The audit also found that the CRA does not use a profit-sharing strategy consistently and that the agency’s new real estate acquisition and disposition tracking system is ineffective.

A CRA official said the agency has made efforts and progress.

“Since Controller Chick’s audit two years ago the agency went through a major reorganization,” said Brence Culp, chief financial officer. “Regional administrators are aggressively attempting to attract as wide a pool of private investment as they can in their area. In some of these areas, it is very hard to attract private investors. The outreach effort for private capital to a variety of investors has been really significant since a few years ago.”


Chick suggested that the CRA conduct more detailed reviews of borrowers’ financial statements and that they monitor affordable housing projects to make sure they are well maintained.
